No, a security deposit can only be used in the event of damage caused in the unit, not enough notice given to vacate the unit or violation of any other lease items. It may not be used for last month's rent. It is fully refundable as long as no damage was caused to the unit, correct notice to vacate was provided in writing or by email and no other lease violations took place.
